Common Reason: Port is already in use either by GPS settings or by an imcoming port.

Fix: If there is an incoming port listed in Bluetooth Manager>Ports tab, you should first check on the Mode tab to see if "Make Device Discoverable" is checked, if so uncheck it then go back to Ports tab and delete the incoming connection by pressing and holding on it. Then a soft reset should be completed and it should free up that port. If there is no incoming port listed, go to Start> Settings>System tab>GPS and make sure that both the program port and hardware port are both set to None>OK. Complete a soft reset to free up the port.
